Troubleshooting Employment of BOT Contract Method In Implementation of Urban Projects In Tehran

Abstract

Tehran municipality tries to grow up urban investment and more important than that increase citizen participation and empathy in order to use private sector's technical and management experience and attract financial resources. The Build, Operate, Transfer method (BOT) and its derivatives are of the ways that increases private sector’s participation in development of infrastructures of the country. In this study after introducing the BOT contract and its features, the chapters and the contents of the existing contract in Tehran municipality was investigated, then the process of doing a BOT project in municipality from the beginning of the definition of the project until the transference to the municipality was investigated and compared with original BOT contract (track no. 469 of President Deputy Strategic Planning and Control) and at each stage the bugs were identified and introduced, and based on these reviews a questionnaire with opened questions was prepared and given to the respondents. Statistical society includes three groups: investors in Tehran's urban projects done by BOT method, consulting engineers related to the projects and urban management. The most important identified problems include: the lengthy process of contracting, improper estimation and feasibility, the one-way contract, and municipal and regional interference. At the end, some suggestions are presented in order to improve the use of BOT contract in urban project in Tehran.
